A payroll decision becomes urgent when the owner is still checking timesheets the evening before payday. The best payroll software for small business should make that process dependable: correct inputs, a clear approval step and an understandable bill. A longer feature list does not settle those questions.
Short answer: compare Gusto for its payroll-and-people plan choices, OnPay for the documented base payroll package, and QuickBooks payroll when the accounting connection is central. This shortlist covers US small businesses. It is not a recommendation for running payroll in another country, and it does not determine worker classification or your tax obligations.
Our comparison uses official pages checked on 6 October 2026. We have not processed payroll in these products. The workflow below is a proposed evaluation, not an account of hands-on tests.
Compare the required package first

These are three useful starting points, not a ranking of every payroll service. A business already supported by another accountant-approved provider may have a good reason to stay with it. Include that incumbent in the comparison rather than ignore the cost of switching.
Gusto: decide whether one-state payroll is enough
Gusto’s published Simple price is US$49 a month plus US$6 per person; Plus is US$80 plus US$12 per person. Simple is positioned for one-state payroll. Plus adds multi-state payroll and lists time tracking and scheduling.
For five people, those published rates illustrate US$79 a month on Simple and US$140 on Plus, before add-ons or other applicable charges. This is arithmetic from the listed rates, not a quote for your company. A five-person team needing the higher-tier features should compare US$140 with a comparable competitor package, not compare the Simple headline with someone else’s complete offering.
Use the Gusto profile for the source and verification date. Request confirmation of the employee mix, states and funding schedule before deciding that the lower tier fits.
OnPay: separate the payroll base from optional products
OnPay’s product pricing section lists Payroll Essentials at US$49 base plus US$6 per worker per month, with unlimited runs and multi-state payroll. The page also says pricing starts at US$55: that is consistent with the base plus one worker, rather than a flat company price.
Five billed workers would make the payroll-base calculation US$79 monthly before other applicable charges. Compare that package with the features you actually need. HR products, time tracking and bundles have their own pricing; a payroll-base comparison should not quietly treat them as included.
Read the OnPay profile, then ask how seasonal staff and contractors affect billing. Get a written answer when your staffing pattern differs from a steady employee count.
QuickBooks payroll: check the current Workforce package
The US payroll page currently presents QuickBooks Workforce. It documents payroll and accounting connections, and says time tracking is included with Workforce Premium and Elite. Setup review and setup assistance also differ by tier.
This makes it a relevant candidate for an existing QuickBooks business, but not an automatic winner. An accounting subscription does not prove that the required payroll service is included. The official pricing page did not expose a usable numerical quote in our research, so we do not publish an inferred price.
Use the QuickBooks payroll profile to distinguish this service from QuickBooks Online accounting. Confirm the package name, accounting connection, regular price after any promotion and relevant conditions directly with Intuit.
Walk through one complete pay cycle
Ask each shortlisted vendor to demonstrate the same scenario using synthetic records. Keep sensitive employee and bank details out of an informal comparison.
- Enter a salaried employee, an hourly employee and any other worker type your business actually uses.
- Import or enter hours, then correct a missing entry before approval.
- Review deductions and the gross-to-net calculation with your payroll professional.
- Check who can edit payroll, approve it and change payment details.
- Confirm the funding cutoff, expected payment date and what happens after a missed deadline.
- Follow a correction through payroll reports and the accounting export or connection.
Write down unresolved questions. A demonstration that only shows the successful path tells you little about the late timesheet, corrected rate or absent approver that your team may face.
Plan the switch before the first live run
Agree who will reconcile year-to-date information, previous filings and opening balances. Ask the outgoing and incoming providers which records they supply and which filings each will handle around the transition. Your payroll professional should review the responsibilities before the handover.
Compare costs using the same headcount, states and required features over twelve months. Include implementation, optional services and any accounting subscription needed for the connection. Choose the provider whose documented package and support process cover your actual pay cycle. Before the first live run, leave time for an independent review and a confirmed escalation contact. Software can handle processing steps; it still needs accurate setup and someone accountable for approval.
